On the afternoon of August 7, 2022, the 26th "Sanhua-Xia Anshi Scholarship and Fellowship" Awarding Ceremony of Xia Anshi Education Foundation was held in Tianjin. Professor Li Baizhan from Chongqing University was given the "Outstanding Professor Award" of Xia Anshi Education Foundation (the only one this year) and delivered his acceptance speech by virtual means. Professor Liu Meng, Vice Dean of the School of Civil Engineering of Chongqing University, showed up at the awarding ceremony on behalf of Professor Li Baizhan.

In his acceptance speech, Professor Li Baizhan said that Professor Xia Anshi was a scientist, an educationist, and a leader in the refrigeration industry, and that his spirit is inspiring "people's teachers and science and technology workers in the refrigeration and air conditioning industry" generation after generation. Professor Li went on and said that he had taught in universities for more than 35 years and had been following the spirit of Mr. Xia in making scientific and technological innovation, strengthening moral education and cultivating people, so as to make contributions to training of professional talents for China and tackling tough scientific research problems.

Professor Li has been long engaged in teaching and research work in refrigeration and air conditioning industry. Focusing on the national needs and scientific and technological frontier, Li always takes scientific and technological innovation as his mission, and has always devoted himself to tackling basic tough frontier problems and core key technologies. Drawing on research findings and in view of the new technology development, Professor Li Baizhan integrates scientific research with teaching and education. He is willing to act as the stepping stone and guide of younger scholars, and has been practicing "teaching by examples and verbal instructions" and is always "serious and pragmatic at work". He has made contributions to rapid and sound development of refrigeration and air conditioning industry and professional personnel training. Professor Li has won the second prize of the 2018 National Teaching Achievement Award, the title of National Excellent Teacher in 2019, the second prize of the 2020 National Science and Technology Progress Award and other honors and awards. In 2021, the "sustainable building environment building team" set up by Professor Li Baizhan as the Director was selected as the "Huang Danian Style Teachers' Team of China" by the Ministry of education.

"Professor Xia Anshi Education Foundation" co-founded by Shanghai Jiaotong University, Shanghai Society of Refrigeration and Shanghai Refrigeration and Air Conditioning Machinery Industry Association in April 1996. It was founded to commemorate the late Professor Xia Anshi, who was the founder of China's refrigeration and low temperature technology, develop China's refrigeration and air conditioning industry and cultivate talents in refrigeration and air conditioning. Comrade Wang Daohan, former Secretary of CPC Shanghai Municipal Committee and the first President of the Association for Relations Across the Taiwan Straits, wrote an inscription for the foundation in person. The Foundation organizes selection of winners of "Outstanding Student Award" and "Outstanding Professor Award" from refrigeration low temperature and HVAC (built environment) disciplines in colleges and universities. These two awards have become awards exclusive to the top students and teachers of the refrigeration and air conditioning disciplines in China. By now a total of 240 undergraduate students, 25 postgraduate students, 64 doctoral candidates and 31 professors have been given the Awards.
